Okay. First of all, your dog is in heat and MUST NOT be outside. Besides
the cold (you don't say what area you live in) which could very well kill
her, every male in the area will be trying to get to her and one eventually
will. As soon as her heat is over, *have her spayed*. That will solve this
problem in the future.
For now, most pet stores carry doggie panties/doggie diapers for just this
purpose. Find a pair that fits Mimi and put her in them while she's in
heat. Clothing, carpets, etc. will be protected and your mom should be
satisfied. But *get the dog spayed* as soon as her heat is over.
