I'm not arguing that point.  I just don't know if any neglect did happen.  We 
don't know if the dog was outside for an excessive amount of time.  We saw him 
a few times during the day but that doesn't mean he wasn't inside the house for 
periods of time as well.  We don't see the dog right now, my husband just went 
outside to check on him.  I'm expecting the meal truck that brings the man food 
everyday.  When it rolls up, we are going to ask the delivery man to inquire 
about the dog.  If we aren't positive that the husky is being cared for, we are 
calling animal welfare today.  I'm hoping they will at least be able to talk to 
the man and access the situation.  Trouble is, he will refuse to answer the 
door.  Can they let themselves into the back yard to check on the dog?

We do our best to help this man out.  We've called the ambulance and his family 
for him numerous times, he usually refuses to go anywhere.  We can only assist 
him when he has trouble outside and we see him. My husband helps him carry 
groceries, etc into the house.  But thats about as close as he'll let anyone 
get.  

We aren't going to let this dog die or suffer.  Something will happen today.

That is out and out neglect, you would not leave a child with someone who is 
not able to care for them.  There is no reason this animal would be put down, 
the authorities would find a better home for him.  The man also needs better 
care.  Do not hesitate to step up and do the right thing, every day that poor 
dog is suffering, I would not be able to sleep at night! Is he being fed? Does 
he have fresh water? He can't drink ice!  Do not wait another minute let the 
authorities make the correct decision before it is too late.  That will be your 
"bad decision that can't be reversed."
