A small dog like that does not belong outdoors. And honestly my house does not smell like dog at all and we have a chi and a rottie. I am totally against small dogs like that being left outside all the time because of the horrors I have seen. I realize it is not up to you but maybe you can talk to your dad more about the small breed like this. Maybe if he is more familiar with chi's he will change his mind.
