My huahua friend Pepe' does this too.  Since getting him his own dog ( a 40 lb 
mixed breed female) a year ago, his marking behavior has decreased. This is 
probably due to the fact that I have been taking him outside much more often 
than before the female arrived.  The female will only urinate in grass, unless 
an extreme emergency exists and then she will go as close to the door as 
possible, which happens to be on a tile floor.
      
  I used her good behavior to improve mine by taking them out more often and 
also, to motivate him.  When she first arrived, he would come out with us.  
When she would do her stuff in the grass, I made a big deal about it, praising 
her. I mean a BIG deal.  (She looked at me weird sometimes, when I went way 
overboard with the praise. :))  Anyway, Pepe' got tired of me praising her and 
not him, so he caught on.  It was hard to catch him being successful, but 
everytime I did, I made a big deal over him too.  He would strut in that yard 
he was so proud.  
   
  Pepe' still has his marking behavior, but it has decreased immensly. Most of 
the time when he goes in the house, it is on his puppy pad. 
   
  I am NOT suggesting you get an additional dog just to try this.  I just 
thought that maybe the praise thing might work.   One thing I found was when I 
take him out on the leash, the odds increase greatly that I catch him doing it 
right, so I could praise him.  
  Hope maybe this helps.  Huahuas are too lovable, loyal and comforting to have 
around to allow a bad habit to send them packing.  
   
  If you love him, keep him. You know dogs do love unconditionally, which IMO 
makes them superior to us humans in a significant way.
