I think the best way to go is to have patience and give her time to get use to 
you.

Hi,

I recently, yesterday, adopted a chi. She was originally from a breeder 
then went on to a few fosters. She stays in her cage and is very very 
skiddish. She is 6yrs old. It takes her all day, but she will come out 
her cage, eat and run back in. I sit on the floor so she will come out, 
but she won't. When I put my hand in the cage, she backs way to the 
back corner, so I retreat. What can I do to make her feel at ease?
