I've never had to deal with a shy Chi but I would think that if you walk up to the crate and let her see smell a treat in your hand, then sit on the floor next to the crate, with the treat in your hand and your hand on your lap, where she can see it and talk softly to her, calling her name, she might, after a few tries, venture out.
