I would just give it time. She needs to feel it is safe and then she 
will come out. Just go about your daily routine and leave her alone 
before you know it, I bet she will come out to see what you are doing! 
I had a skittish dog (still have her but now she is not skittish), I 
just ignored her-I know that sounds crazy but I just went about my 
daily routine and pretended like she wasn't there (the more I had tried 
to fuss over her or coerse her to come to me the more nervous she got). 
It did not take her long to figure out that she was safe in my home, 
and now she follows me everywhere-I even have to be careful not to trip 
over her when I come out of the bathroom! The other thing to consider 
is what was her living situation before? Did they keep her confined in 
the crate at her previous home?
