Have you ever lay on your back on the floor? It is very non-threatening and  
the dog will often come up and sniff you and ck. you out. They may even slowly 
 step across you or sniff your face as you gently speak to them. you can make 
 kissy noises and you might eventually get a lick.

I've never had to deal with a shy Chi but I would think that if you walk  up 
to the crate and let her see smell a treat in your hand, then sit on the  
floor next to the crate, with the treat in your hand and your hand on your  
lap, 
where she can see it and talk softly to her, calling her name, she  might, 
after a few tries, venture out.  I used a similar tactic to get a  bird to come 
to 
me.

Hi,

I recently, yesterday, adopted a chi. She was originally from  a breeder 
then went on to a few fosters. She stays in her cage and is  very very 
skiddish. She is 6yrs old. It takes her all day, but she will  come out 
her cage, eat and run back in. I sit on the floor so she will  come out, 
but she won't. When I put my hand in the cage, she backs way  to the 
back corner, so I retreat. What can I do to make her feel at  ease?
