We put a harness on our Chihuahua. We tried the collar & she didn't like hers either. The harness seems to fit different and doesn't bother her. Added bonus is, there was a time when another dog came into our yard and acted like she would attack our chihuahua, we were able to grab the back of the harness & pick her up quickly with no pain to her because of the even distribution of weight. With a collar we would not have been able to do that. Hope this helps.
