have flown once on Alaska w/carrier under front seat.  My chi was not happy esp 
during take off/landing, or rather just not happy being in the carrier - so had 
her on my lap during flight under my coat.  
You need to make a reservation w/the airlines and the charge is $100 each way 
on top of your ticket.
I think it was pretty stressful for both of us.  Another traveler had her dog 
(much larger) under seat as well but had given the dog some sort of sedative.  
I would like to find a way to make this work!
