yes there are so many variables, including the airlines, airport, dog's reaction, passenger's around you, flight attendants. If you are lucky you can bend the rules sometimes. But you certainly can't depend on it. And the restrictions for the carrier and the space you have to squeeze them in crazy. You know how much space there is under there now..hardly enough for your legs and purse..much less a dog. I don't know if they are allowed in the restrooms but you got to pee..so I smuggled mine in but did not take him out of the carrier in there. You would think they could make things a little bit more pet friendly but it is really not.

My chi was not happy esp during take off/landing, or rather just not happy being in the carrier - so had her on my lap during flight under my coat. You need to make a reservation w/the airlines and the charge is $100 each way on top of your ticket. I think it was pretty stressful for both of us. Another traveler had her dog (much larger) under seat as well but had given the dog some sort of sedative. I would like to find a way to make this work! good luck!
