Neither is regular glass! UV light is actually absorbed much easier than visual light (just think of sun-blockers and UV safe sun glasses) or IR. Black electric tape _is_ almost transparent to IR radiation. Aluminum tape or aluminum laminated paper is generally used to cover EPROMs because of its long-term stability against light (bleaching) and oxidation/corrosion.
