The PMU should not have any effect on the SCSI bus whatsoever.
If I were in your case, and had not done so already, I would do the following:
Reset PMU by removing battery and AC adapter while machine is off, then holding reset button on back of machine for one full minute, and then replace battery
Then press power key on keyboard.
Then Reset PRAM by holding down apple-opt-p-r immediately after boot chime, release after computer chimes once more and then gives a blank screen with the green sleep light on.
Then push the reset button on the back of the machine once more and it should start up normally and you can plug the ac adapter back in as well.
This is really all one should need to do to reset PMU settings, it should certainly never need to be reflashed (plus dealing with tiny SMT parts on powerbooks is a nightmare), and I do not see how a drop could have affected that anyway...PRAM however could affect the internal boot drive settings so I would check the voltage of the small internal battery and also to see if the connection has come loose as it's power is what keeps the PMU and PRAM alive. If i remember correctly it should be in the 3.x v range, and it is recharged automatically when the powerbook is plugged in.
And of course apologies if you have done all of this already, it's just that I have dealt with many powerbooks and I know it's easy to start looking to the components without noticing the more obvious (and sometimes easy fixable) faults.
