I think that whether closing the last tab closes Chrome is something that should be provided as an optional setting. So what to do when that setting is off? I think that opening a tab when the user closes the last tab is very odd behaviour. Why not just close the tab and leave a very simple Chrome window open with the "+" button on it? You closed the last tab, so you would not be surprised to have no current tabs open - you do however still have Chrome open and the ability to open a new tab.
