I came here to request this change, or at least the option.

It is not so pointless as you would assume.

I use tabs heavily, going to a main page and opening many sub-tabs to
investigate further (google searches, news pages, etc)

This makes me view tabs sort of like tasks, and as I am done with each
tab I close it, but still expect to be able to use the browser for
other tabs.

When I close the last tab, I expect to be able to continue using the
browser, and would really like that sweet "new tab" quick access to my
stuff.
