All of this is working now. The solution was simple: create the folder on the 
unix side before attempting to create a share in windows!

I can create shares and set permissions on those shares. I am, however, unable 
to manage NFS permissions on those shares and folders within.

As a basic recap for anyone else with this problem:
1. Add the windows user to the local unix admins group using smbadm (smbadm 
add-member -m windowsadmin 'administrators')
2. a restart of the service might be required (svcadm restart smb/server) as 
well as logging off / back on to the windows server
3. Create the directory on the unix side and chmod it appropriately.
4. Create the windows share
