Porting a "reasonable" subset of inkscape to create a decent titler
would be the way to go. :-)

 That depends on whether the focus is on fancy titles for theatre
productions or a "character generator" that will play nice with
analogue interlaced TV.

 Fancy titles can be made as overlay images in a separate app.
But titles that will play nice in interlaced standard definition
with a partially analogue signal path requires special care.
Users don't want to know about the weird constraints that apply
to a high quality character generator.  So the titler should
take care of that, and do it well.

 We do know that heavily compressed standard definition video
and analogue TV standards are not gone by next year...
