It could be a part of the plan, but this seems to be a bit offtopic.

We're talking here about a consortium who makes sure to bring linux video developers and especially users (!) together. It should promote Free video software and help users to find there way in the world of linux video. Devs should help each other to improve the quality of the apps. Users will give feedback to the devs and users should help each other to make video projects. A main part of this consortium should be the devs and user *mailinglists* imho.

Again: I would point to a pretty good example imho: www.linuxaudio.org

Could you not start with this? A basic website and two mailinglists for devs (there is already something like this..) and for users? I think this should be the core and it would be great if you could set this up with some people. After that you can see if you make wiki's and projectpages like you're suggesting.
