How far is the router from the mux that the telco is pulling the DS3 from? Also, have you tried changing or re-terminating the coax cables that plug into your router? Is this a point-to-point DS3? If so, do you have access to the router at the other end, or could you have whoever manages that router get you the "show interface"/"show controller" outputs (or equivalents if the other end isn't a cisco box) to compare to yours? Another test you can do is to unplug the DS3 from your router and connect the two ends together with a BNC barrel connector (or do this at the far end), set the line encapsulation for Cisco HDLC and fire some traffic down the link.
