Are both sessions perhaps going to the same router on the remote side? It won't be happy establishing two sessions to the same neighbor. Can you create another loopback and have the ISP point their neighbor on the second session to it?

Or if directly connected EBGP over metro ethernet on the same subnet, just use the ethernet interface for the updates.

Different routers. The one that works is at the other end of the ethernet. The one that doesn't is one behind it I think. They told me to use ebgp-multihop 5. The packet trace shows their packets arriving with a TTL of 4. ON the off chance of some weird path, I changed ebgp-multihop to 10 without fixing things
