I've tested the following releases for upgrades:
03.16.01a.S/03.16.02a.S/03.17.00.S, all have the same bad behaviour when upgrading to 03.18.00.S. I guess the problem really is with 03.18.00.S itself, because it will also shut down some 10GE ports when you erase the startup-config starting fresh with a reload, when normally all ports are no shut by default.

It could have to do with the dual-rate 1G/10G ports, as on the ASR-920-12CZ-A we didn't have a problem when upgrading.
(they have two 10GE only ports, no 1G SFP work in those ports)

They recently touched the code for CSCux16417, but if that
would be causing the regression, 15.5(3)S2 would be affected
as well.

What's the exact release you are upgrading from, Chris?

Thanks for the heads up, this is very much appreciated.
