So just replacing an SFP+ will need a CLI intervention (no shut) to get it 
online again.
This change is just affecting the running-config, a reboot will bring back the 
old state (no shut).

This behaviour can be easily reproduced on a ASR-920-24SZ-M model, but might 
also impact other models.
