I think that the information you have is correct. I am not an apartment owner
and hence have not studied the issue. They have levied separate tax on parking
areas that are under stilts and maybe those in the open are free. Some
apartments have gone high and retained land for landscaping. I wonder what will
happen to them. If you park in your own porch however that's non-taxable.

You can get authentic information from Mr. Vasanth. He has a cellphone number
that maybe avaible from the BBMP website or from the BBMP control room.

He responds clearly and I am sure will give you an appointment if your query is
too complex to answer over the phone.

I think that we have to accept that smart bureaucrats will be conscientious and
do their best to levy the highest possible taxes within the rules as defined.
One has to have the brain of a lawyer and a financial accountant to outwit
them. A smart chartered accountant earns his keep by finding out the tax saving
or taxavoiding clauses. Sometimes it is obvious that certain clauses in tax
documents have been included keeping in mind a particular group of persons. The
entire Sakrama exercise make sense when read in that context.

The industrialist, the builder, the lobbyist who influences tax rules believes
that he is being entirely honest. Distinction between the spirit and the word
are lost on him!

Wish you luck. From my personal experience Mr. Vasabth will sort out your
doubts. If the issue is complex he will show you how to minimize your increase.

Thank you all for your pointers. Indeed I took some efforts to meet
Mahadevpura RO. His take was that apartments must not be mentioned in the Zonal
documents. It is a mistake that our apartment mentioned and is falling under
Zone F, as per him its Zone E. The Zone classification is based on main roads.
He said if we go as per the document then BBMP will slap a penalty later since
our apartment guidance value has increased, hence its Zone E. If all our
apartment owners shift from Zone F (which is official released document) to
Zone E then the delta amount BBMP gains is overall around 4 Lakhs. Overall I am
not convinced by AROs/ROs verbal communication, when asked if he can give in
writing, he played safe saying "RO can only give information, he cannot guide
or mis-guide you".

BTW now all the property tax related documents are uploaded to BBMP online
link including the handbook. I wish Forms were also a part of this ..:))

I will contact the Jt.Commissioner mentioned by Mr.T.Vidyadhar.

  Thanks once again.

  Avinash

supplying handbook as and when they were made available from Govt Press( may be
having out dated printing press or may not be having generator if power fails)
and they were in short supply. Then they started printing reciept books and
these were in short supply agonising the citizens. I can understand the delay
in printing hand book as the rules of the game changed so fast. Why reciept
books were not made ready ? Hello, the promoters of Govt control ::. A simple
planning failure, causing inconveniences to citizens. On top of this corrupt
practises by some , but not all.
Meanwhile I found out that BBMP has to accept when
you have filed yr Tax form as per the Manual. If you any one troubles please
call Puttaswamy -9845504455, Jt Commissioner ( revenue) BBMP. You call in front
of the guy who is refusing to take or confusing you. So consider the hand book
as bible , do not ask the priests who never read bible.

The inspector's job is to confuse people and make
money. Go by the book, and if he doesn't accept it, take up the matter through
the association.

I suggest that u strictly go through the manual
furnished by BBMP. Many of the staff who are recieving the Tax are ignorant
of the rules. There was an educated retired Officer knowing the rule through
the booklet, asked the guy at the Tax mela for a clarification. He misguided
the educated person and later the retired Official was cursing the BBMP. But
why should he ? Just follow the instructions in the booklet. U will be fine.

                                Hello Citizens,
I need some suggestions how to proceed with the
mess that I am facing for payment of property tax.

My apartment falls in Zone F as per the
published document from BBMP.

http://www.bmponline.org/propertytax/newzones_R/M%20Pura.pdf

Now when I go to the RO help centre to pay the
property tax, he says we fall in Zone E. When I ask his Senior he guides me to
go with the published document which contradicts and is Zone F.

What is legally correct ? Since its a SAS (Self
Assessment Scheme) and I adhere to the published documents from BBMP can they
later come and give a penalty ?

Anyone has some links to SAS 2000 documents
with Zone information ?

                                Thanks in advance.

                                Regards,
                                Avinash
