I think that the information you have is correct. I am not an apartment owner and hence have not studied the issue. They have levied separate tax on parking areas that are under stilts and maybe those in the open are free. Some apartments have gone high and retained land for landscaping. I wonder what will happen to them. If you park in your own porch however that's non-taxable.
You can get authentic information from Mr. Vasanth. He has a cellphone number that maybe avaible from the BBMP website or from the BBMP control room. He responds clearly and I am sure will give you an appointment if your query is too complex to answer over the phone. I think that we have to accept that smart bureaucrats will be conscientious and do their best to levy the highest possible taxes within the rules as defined. One has to have the brain of a lawyer and a financial accountant to outwit them. A smart chartered accountant earns his keep by finding out the tax saving or taxavoiding clauses. Sometimes it is obvious that certain clauses in tax documents have been included keeping in mind a particular group of persons. The entire Sakrama exercise make sense when read in that context. The industrialist, the builder, the lobbyist who influences tax rules believes that he is being entirely honest. Distinction between the spirit and the word are lost on him! Wish you luck.
