Q1) Do I need any documents along with the application form ?
You don’t need any document, it is a self assessment. If it is a new assessment
you should fill up the concerned form such as Form I for those having PID, Form
II for person having Katha without PID(CMC & TMC area), form III for those
don’t have katha and PID No.

Q2) In case the owner is not available and he wants to pay tax how is this
possible and what are the necessary steps to be taken ? Does it require
authorization letter ? A GPA ?
Get a power of attorney.

Q3) Does anybody has links / documents to previous years property tax ? I can
meet personally take a copy and return it back ?
The previous amount is same as this year only the zonal changes are effected
and only 24% cess in the new SAS whereas in the old SAS it is 34% (IF you can
provide me the exact location such as road, place of the property, area etc.,
of the property I will help you calculating the tax.

Q4) What if my flat is registered in Jan 09 ? As per the handbook we need to
pay tax the instance we got BESCOM connection or Khata whichever is earlier,
we got BESCOM before Jan 09. Who pays tax for months before Jan 09 ? The
builder ?

All these clarifiction is provided as far as my knowledge is concerned, If any
of our enlightened members have any other clarification they are welcome to
post the same on the board.

Dear Citizens,
I hope this will be my last mail on queries for property tax at this forum.
BBMP guys are confusing me a lot. Every person gives a different answer. I have
lost hope. I have taken this initiative and volunteered for my apartment to
drive people to pay tax. I think you all in this group are seniors and have
deep knowledge about property tax. Please give me some pointers to take it
forward.

Dear Avinash,
Please prepare a letter to the Joint Commissioner(Revenue) BBMP seeking
clarification of Zone and submit under acknowledgment with a copies marked to
the Commissioner and to the Administrator.  Let them reply in writing about the
correct zonal classification, If its a mistake let them issue a press statement
about the mistake.
With regards,
Anil

Thank you all for your pointers. Indeed I took some efforts to meet Mahadevpura
RO. His take was that apartments must not be mentioned in the Zonal documents.
It is a mistake that our apartment mentioned and is falling under Zone F, as
per him its Zone E. The Zone classification is based on main roads. He said if
we go as per the document then BBMP will slap a penalty later since our
apartment guidance value has increased, hence its Zone E. If all our apartment
owners shift from Zone F (which is official released document) to Zone E then
the delta amount BBMP gains is overall around 4 Lakhs. Overall I am not
convinced by AROs/ROs verbal communication, when asked if he can give in
writing, he played safe saying "RO can only give information, he cannot guide
or mis-guide you".

BTW now all the property tax related documents are uploaded to BBMP online link
including the handbook. I wish Forms were also a part of this ..:))

I will contact the Jt.Commissioner mentioned by Mr.T.Vidyadhar.

Thanks once again.

Avinash

One of the residents of  Anand Nagar in Hebbal constituency complained to me
regarding non availability of reciept books and residents were asked to come
the next day to collect reciept. As usual BBMP was supplying handbook as and
when they were made available from Govt Press( may be having out dated printing
press or may not be having generator if power fails)  and they were in short
supply. Then they started printing reciept books and these were in short supply

rules of the game changed so fast. Why reciept books were not made ready ?
Hello, the promoters of Govt control ::. A simple planning failure, causing
inconveniences to citizens. On top of this corrupt practises by some , but not
all.
Meanwhile I found out that BBMP has to accept when you have filed yr Tax form
as per the Manual. If you any one troubles please call Puttaswamy -9845504455,
Jt Commissioner ( revenue) BBMP. You call in front of the guy who is refusing
to take or confusing you. So consider the hand book as bible , do not ask the
priests who never read bible.

Mr Avinash
The inspector's job is to confuse people and make money. Go by the book, and if
he doesn't accept it, take up the matter through the association.

I suggest that u strictly go through the manual furnished by BBMP. Many of the
staff who are  recieving the Tax are  ignorant of the rules. There was an
educated retired Officer knowing the rule through the booklet, asked the guy at
the Tax mela for a clarification.  He misguided the educated person and later
the retired Official was cursing the BBMP. But why should he ?   Just follow
the instructions in the booklet. U will be fine.

Hello Citizens,
I need some suggestions how to proceed with the mess that I am facing for
payment of property tax.

My apartment falls in Zone F as per the published document from BBMP.
http://www.bmponline.org/propertytax/newzones_R/M%20Pura.pdf

Now when I go to the RO help centre to pay the property tax, he says we fall in
Zone E. When I ask his Senior he guides me to go with the published document
which contradicts and is Zone F.

What is legally correct ? Since its a SAS (Self Assessment Scheme) and I adhere
to the published documents from BBMP can they later come and give a penalty ?

Anyone has some links to SAS 2000 documents with Zone information ?

Thanks in advance.

Regards,
Avinash
