Q1 You need to fill up dimensions . Use a sanctioned plan of you have one or 
use the schedule with your sale deed. According to the rules if the actual 
dimensions are different you are liable for giving wrong info. 
In the case of apts it is not clear how much of common  area is included in 
SBA. This is relevant because Tax for common areas is to be paid by the 
concerned building association and the rate is lower, I think. Don't know whose 
is the legal responsibility.
Do not depend on the knowledge of the helper. 
Best is it us your old SAS form. This is another trip. IF you have not 
completed the old SAS form there are penalties for not having paid correct tax!

Q2 Anyone can pay the tax! Strange but true. That is why there is a rule 
somewhere that payment of tax is not proof of ownership. 

Q3 Very important to keep copies of all your filings. With the new technology 
it is possible fro the BUMP to scan and keep electronic copies for easy 
reference. And of you do not have your copy then you are their mercy. The GIS 
system, if properly used is, a help. For instance it can only have what has 
been entered. This is wholly dependent on physical verification which is in the 
hands of the revenue department and in actual fact deans on a low paid Tax 
Inspector. So be prepared to have it wrong or missing . But what is there can 
be seen by anyone, Check out the Property register with PID numbers and find 
out how many , other than apartment buildings are paying a fair tax.
Q 4. Tax is to be paid for the six month calendar block in which it was 
registered. This clarification is in the Handbook on the BBMP site. No tax is 
paid before because the building is technically non-existent before it is 
registered. Provides an interesting case of conflict between completion, 
occupation certificate and registration. Also many cross connections between 
building, getting water and sewage connection and electricity - all from 
different agencies. Each of course offers short cuts also.

        You don’t need any document, it is a self assessment. If it is a new 
assessment you should fill up the concerned form such as Form I for those 
having PID, Form II for person having Katha without PID(CMC & TMC area), form 
III for those don’t have katha and PID No.

        The previous amount is same as this year only the zonal changes are 
effected and only 24% cess in the new SAS whereas in the old SAS it is 34% (IF 
you can provide me the exact location such as road, place of the property, area 
etc., of the property I will help you calculating the tax.





        Q4) What if my flat is registered in Jan 09 ? As per the handbook we 
need to pay tax the instance we got BESCOM connection or Khata whichever is 
earlier, we got BESCOM before Jan 09. Who pays tax for months before Jan 09 ? 
The builder ?

                    Thank you all for your pointers. Indeed I took some efforts 
to meet Mahadevpura RO. His take was that apartments must not be mentioned in 
the Zonal documents. It is a mistake that our apartment mentioned and is 
falling under Zone F, as per him its Zone E. The Zone classification is based 
on main roads. He said if we go as per the document then BBMP will slap a 
penalty later since our apartment guidance value has increased, hence its Zone 
E. If all our apartment owners shift from Zone F (which is official released 
document) to Zone E then the delta amount BBMP gains is overall around 4 Lakhs. 
Overall I am not convinced by AROs/ROs verbal communication, when asked if he 
can give in writing, he played safe saying "RO can only give information, he 
cannot guide or mis-guide you".

                    BTW now all the property tax related documents are uploaded 
to BBMP online link including the handbook. I wish Forms were also a part of
