It depends somewhat on the dog, and somewhat on the type of fence. I have a
six-foot wooden fence (board-on-board, looks the same from both sides) and
none of my dogs have ever given a thought to going over.
And I can even keep them in a 3-foot exercise pen (Rover Enclosure brand)
because it is made of PVC and has only one horizontal slat so it is somewhat
slippery and difficult to get a foot hold. Chain-link or any type of
fencing with metal squares is pretty easy to get a foot-hold into, so is
more easily climbed.
Cavaliers have different personalities, too. Our first cavalier never
tried to dig out of anything. Even if there was a six-inch gap under a
fence, she wouldn't try to leave. But the second one thinks she is a
backhoe. I had to put landscape timbers along the bottom of the fence
around the perimeter of my yard -- she is forever trying to dig out to catch
the chipmunk that slipped through to the other side.
