Hi,
In order to have success, you must use the ones made for dogs. I also tried the 
cheaper, human ones and they always tear them up within 3 minutes of putting the pad 
down.  They do not work.
The reason for the tray is that there are no loose ends.  I wrap the tray like a 
package and secure the underside with scotch tape.  There are no ends for temptation.  
Once they get the idea they can tear them, you can never go back to having 
well-behaved pups (in this dept.)
I do just want to add my own opinion on the subject of litter or wee-wee pads..... 
Cavaliers are beautiful, proud dogs with dignity.  They are not little teacup Yorkies 
or those Mexican ones (whose name I will not attempt to spell.)  I have had puppy 
buyers tell me they plan to train their pups to go on wee wee pads since it would be 
easier in an apartment or some other reason, and I have told them I would never sell 
them puppies and hope they bought another breed.  It would break my heart to see a 
grown Cavalier trained to go on paper, etc.  It would remind me of a senior citizen in 
diapers.....sometimes necessary, but lacking in dignity.
I don't see any reason why a puppy leaving for a new home between the age of 10 to 12 
weeks would need anything but an attentive owner who is working with the puppy (and 
anticipating some accidents) to create a well trained dog who can adjust to a 
reasonable schedule.
