Subject: Puppy Protection Act - Will it harm you?

Have you heard about the Puppy Protection Act
Bill that is
currently being considered in both the House and
Senate? These
bills are known as House Bill 3058 and Senate
Bill 1478.

These bills could adversely affect your business.
Senator Rick
Santorum (R-PA) and Representative Ed Whitfield
(R-KY) proposed
amendments to the Animal Welfare Act that will
create
substantive new restrictions on breeders as well
as a "3
strikes" provision mandating license revocation
for even minor
violations. The bills characterize breeder
facilities as puppy
mills and allege a host of inhumane activities,
including
over-breeding, inbreeding, lack of proper
veterinary care, and
lack of socialization. The legislation also
states "these
facilities continue to operate despite repeated
violations of
APHIS regulations."

These bills are designed to "remedy" these
problems. Revival
Animal Health believes in proper care of animals
and facilities
and feels this legislation goes too far. None of
us wants to see
"puppy mills" continue to operate, but we are
genuinely
concerned that these bills would adversely affect
all breeders.

It is very important for you to let your
Representative and
Senator know your opinion. It would also be a
good idea to
contact the two chairmen of the Agriculture
Committee: Senator
Tom Harkin, who seems to support this bill, and
Congressman
Larry Combest.

Because of the recent terrorist attacks on our

need to call, email, and fax (they are not
getting their regular
