No, this is no longer true since the decision in the DDAL case. (Doris Day Animal League, et al, Plaintiffs vs. Ann Veneman, Secretary, Department of Agriculture, et al, Defendants) Judge Kollar-Kotelly ruled that the AWA was to be applied to ALL breeders, including hobby breeders. The AKC website has updates on this situation and its appeal. This is NOT a simple issue. If the DDAL decision stands you all will be subject to the 85 page document which can be found at http://www.aphis.usda.gov/ac/cfr/9cfr3/html Some of the changes you would have to make would include such things as:
Dogs may not be allowed to live together in home environments for protection against "transmission of disease" and breeders who keep dogs in their home may be forced to consider kennels. USDA inspectors will be free to visit homes at will and inspect while possibly carrying diseases from commercial breeding establishments. Specific identification of each animal by tag and tattoo/microchip is required and record keeping is burdensome beyond what reputable hobby breeders practice. Dogs must be separately housed in a primary mathematically correct enclosures. Vaccination protocols are no longer at all discretionary but mandated. Information on the Puppy Protection Act can be found at an excellent website and source of legislation here:http://www.naiatrust.org/ The people who run this site also wrote the book "The Hijacking of the Humane Movement". We do NOT need more legislation. There is a huge difference between animal welfare and animal "rightists" and this legislation is being driven by animal rights factions.
