Dear Katy: Have you read the proposed bills in the house & senate? I just did. These bills are identical and would have the effect of changing some existing regulations that regulate the breeding of bitches by commercial breeders under the US Animal Welfare Act. Please note the AWA regulates breeders defined as dealers, and not so called "hobby breeders". Also no changes are proposed to regulate "back-yard" breeders. The following summarises these bills as introduced:
(1)Address the initiation and frequency of breeding female dogs so that a female dog is not bred- before the female dog has reached at least one year of age, and more frequently that three times in a 24-month period. (2) Allow the Dept of Agriculture to develop regulations to serve as a standard for the socialization of dogs to facilitate contact with other dogs and people. (3) creates new reasons to revoke an existing license based upon the above. IMHO these bills in NO way would "adversely affect your(my) business".
