I had to reread your post to make sure you said the little girl's father had
indicated she wasn't ready for a puppy.  Sounds like Mom and Dad might have
just a small disagreement as to timing/disirablity of getting a puppy.  This
remark may shed more light than intended.

As a grandfather of small children ages 1, 2, 3, &5 I feel that it is how the
parents treat a puppy/dog that influences how young children interact with
the family pet.
Maybe more visits by the family will help you decide. Good luck.
