Well you answered your own question here. You should not go by what his weight is right now as to how much food he needs. Go by his activity level. The puppy is still growning and needs more food than Charlie needs plus Charlie needs less calories if you want the excess off of him. The puppy is going utilize the food you give her with her activity Charlie is not likely to need half what the puppy needs.
