I believe that is supposed to be when standing--not moving.

I'm watching my Dog Steps right now.  Rachel Page Elliott says there is a
natural tendency to converge in all dogs.  It is essential to do so as the
center of gravity changes as the speed increases.  Dogs who do not converge
will have excess movement from side to side--and not be as efficient in
movement.  During showing movement of a Terrier she specifically says
parallel movement is incorrect.
