It means no wasted motion or effort to cover ground. A dog with an overangulated rear and straighter front will tend to have a flying kick in the rear to compensate, that is wasted effort, a dog that looks like it is going 100 miles per hour and getting nowhere because is not being economical with its movement. This also includes those dogs who pick their front leg up higher off the ground with no follow through.
