That is how I interpret it.  I have been told time and time again that
nearly all my dogs move quite well, both down and back and from the side,
and that is how mine tend to move down and back.  Of course there are slight
variations and I just can't get them all to move exactly *so*, but the
majority are not far off from what I prefer to see.
