No ...the Cavalier that beats the Pug  in Toy Group competition is
considered by the judge to be a better example of a Cavalier than the Pug is
an Example of a Pug. Sometimes it's splitting hairs, but a Toy Group
placement is a Toy Group placement.  Each entry in the Grout is judged on
their own breed standard... ideally...
