Hi, Jo Ann,
        I have no clue as to what goes on in the mind of some judges.  However,
I report the comment as I have heard it.  It may well be that they see
the same handlers with what they assume are related dogs over time and
the dogs are consistantly cowhocked?  Perhaps it was meant to suggest
that cowhocks are rarely "fixed" or improved in toy breeds due to the
nature of a companian dog vs a sporting dog?
