This isn't always true (some do use dogs that cannot finish) but there are
some very real differences between dogs and bitches.  One is that dogs are
able to produce a lot more puppies than bitches because they can
*continuously* be bred so everyone who wishes to use that dog can.  They are
more *available*.  Of course this is not necessarily a good thing but it is
a reason that the *good* dogs tend to be used.  And remember there are not
that many really good dogs so good dogs tend to be used quite often!
Bitches however can only have so many litters--they are much more limited.
Because there are also not that many really good bitches, if we only used
the really good ones, there would be few puppies produced and of those
puppies just the same percentage would be really good, so it wouldn't be
long until you bred right down to zero.  You would also dramatically reduce
the gene pool.

The only excuses I give for breeding dogs that cannot finish are markings
and size--and in some breeds--bites--oh and maybe lack of coat in coated
breeds.  Otherwise I wouldn't want to breed them unless they could finish if
that problem of little significance was not a problem.
