We discussed this at length some while back. I can't speak for this particular puppy, but I do know the reasoning behind removing the bottom canines. In an overshot mouth, it is sometimes recommended to remove the two bottom baby canines in order to "unlock" the bottom canines from the tops to allow the lower jaw to grow forward. We had it done for one of our puppies. It was done to try to allow her lower jaw to grow so that she wouldn't have dental problems associated with overshot mouths when she was an adult.
