In order to have an agreement, there has to be something that each party
wants. There doesn't appear to be anything that the leadership of either
side wants enough to make a  move toward changing the status quo. It is the
regular membership on each side that wants a change so they can make
breeding decisions on merit and not paperwork. Until the leadership see a
reason to chance, there will be no change.
It is up to the individual members to decision what they can or cannot
tolerate. I  resigned my CKCSC membership in 1995. That's my way of dealing
with the dual registration situation.
