When we refer to "heart clear status" we are referring to evaluation by auscultation,,,this does not rule out sublcinical heart disease changes that echocardiograph with doppler would detect.
There are sensitivity and specificity values for each evaluation mechanism...and ausculatation was selected for the CKCSs, so that too many dogs would be removed from a breeding program, So... it depends what test (evaluation) you have selected to make your statement...(AND the related subjective nature and predictive value of that test) when indicating "heart clear" incidence.
