There are many things that are mandatory in America because the decision was that this was for the best. Mandatory drug testing is not uncommon, mandatory blood tests before you can get a marriage liscense, its mandatory to have a social security card before you can work, mandatory rules do not make something un-american as it seems you were trying to infer. But then that is my interpretation.
