Why won't this work? It seems so simple to me.
Each and every decision I make is mine to make..correctly or incorrectly.
mandatory testing really won't save any of us from the pain of having a sick
dog.

It seems to me that more and more USA citizens want someone else to be
responsible for everything they do.  They want to be protected and spared
from all pain and all blame.
It's a bit pitiful.
