As a dog judge, I can say that there are times when bait can interfere with judging. I have had times when the dog was so eager for the tidbit that I could not manage to properly examine its head.
I think baiting is a good way to keep a dog's interest, but it should be done with discretion. That is, do not bait while the judge is trying to examine the dog or while on the move. I have found that giving treats while waiting in line is the best time to do it.
