FWIW it might make sense to remove "VLAN" from the name of the ioctls,
since they are issued for all datalink names.

If we were to go in that direction wouldn't we have to fold all of
dladm's ability to create datalinks into zonecfg? Not only VLANs but
also aggregations, vnics, etc?
The direction we took with IP Instances has less of an impact on the
user I think; we just treat the 'physical' property in zonecfg as
'datalink name' and let dladm be the focal point for how to create and
manage datalink names.
