A follow-up on this issue:

I think it is possible to change the two ioctls to one ioctl: DLDIOC_SETZID 
(set_zoneid ioctl) and make it symmetric to an existing ioctl: 
DLDIOC_GETZID. This DLDIOC_SETZID ioctl will decide whether to hold the 
reference of release the reference of this link internally, based on which 
zone the link used to belong to and will belong to.

I already prototyped it and it seems work.
