Yeah, I use netjuke and it can search your music collection by bitrate,
sample rate, file size, whatever pretty much.  The only thing is you would
have to set it up and import your music information into the database.  If
your looking for something to use to keep track of and generate playlists
as well as just look for 96Kbps files then that might be a good program
for you to try out.
