You need to do something like this: mount /dev/hda1 /boot
before you copy your image to the boot partition, and before you setup Grub. In your fstab file, the default is to NOT mount the /boot partition when the system comes up. So, if you don't do the mount first, then you are simply putting the files into a directory - not on the boot partition.
