I'm not sure which idea you are thinking is dumb, but backing up your home directory doesn't usually hurt, and it's quite smart if you are planning on doing a re-install! Personally, I would not create a new partition (unless you have free space on the disk.) There are a few other things I would consider first (mostly because I've never used ReiserFS and I don't know how difficult resizing a ResierFS partition is.) 1. You could back up to CD or DVD. 2. You could back up to USB Flash memory (size permitting) 3. You could back up to an external HD (someone might even lend one to you if you ask nice :-) 4. If you have another computer on your network, back it up to that one using SMB or the like.
