I run Mandriva myself, currently 2006.0, my question would be: did you upgrade
or did you make a fresh installation, and even so, did you restore all
you .files and .folders back from your old home, using old version config
files might be your issue here.
When i finally made my move, i only imported my mailboxes over to the new home
folder, everything else was re-created anew by me. It's a bit of a hassle.

What if there would be a utility that would store home and desktop
settings
and be able to re create them using the newer versions of the applications, a
kind of manifest, that would store for example kweather settings regarding
station name , size and display bits, and would drive (remote) kweather
applet in the new environment to affect the same settings again.

The other issue that could result in your situation is the uid:gid in the new
system has changed, and you restored with the old uid:gid , that would create
access issues too, but i don't think that is your issue here.
